If by promise you mean the implied promise that you will buy a product and it will work... then technically they keep that promise with the three year warantee. However, my first 360 broke before the three year warantee was implemented, I feel they didn't keep that promise; that is why I sold mine (broken). And I am going to rebuy.
I think it will be very close.
When 360 Pro is 250 in US and 200 in Europe then PS3 will have a very tough time competing for $400 and no GTA or FF exclusivity.
I would cite regulation, but I know you will simply ignore it.
