Actually it is EB and Gamestop's policy for first come first serve on systems, they will hold GAMES for you, but they are not allowed to hold systems. I know I worked there, employes were not allowed to have systems held either. Go into any EB or gamestop and ask. You arent allowed to put money down on a system after it is released as well. This is the law at EB and Gamestop, I dont know about other places though.
