Because the charts must be pretty close together in sales this week. We don't have actual first week sales for SSBB, but me and Lombard were speculating in another thread that it probably didn't make 100k first week due to it's position on the monthly all formats chart. It dropped 48% last week, and 37% this week. That means that even if it did sell 100k week one this week it would be down to 33k. I feel it was probably a bit lower than 100k, so is probably under 30k this week.
It's quite possible for Lego Indy to sell nearly 30k with 27th, 31st, and 5 versions just outside of the top 40.
