Seriously, it's only at 15 right now. The Wii, which was released at the same time has, like what, 25. Even the PSP, which is by far the sh!ttiest software seller overall has 20. And if the PS3 wants to catch up to the X360 then it needs at least 25+ exclusive million sellers, since every multiplatform release appears to sell as well if not better on the 360.
I'm blaming it on the blu ray freaks who inflate the hardware sales without really increasing the number of people who buy/purchase PS3 games.
