You've probably tried this, but since no one else has even brought it up here goes. Ctrl-alt del, to bring up task manager, i've sometimes found IE listed as a running process even though it clearly isn't. You may even have several instances of it depending on how many times you clicked on the icon. Stop them all and try again. I've had the same problem with Firefox from time to time but it's nice enough to tell you when it's happening
