This is just standing, with a flick of the C-stick. It also wasn't my test. Mario also doesn't stand too tall, he can hit people like Marth just standing. R.O.B. can hit people he's overlapping down to Pikachu's size.
Theres another test for Up smashes against aerial opponents, but then it leaves out several shorter characters and other shorter characters can't hit with their main hit box.
