The thing of convenience on Steam is real, but other thing that is real is that, while yes, you're still purchasing license on Steam, the other...let's say, convenience, of PC gaming is pretty much a guarantee that you own your game, no matter what happens on/with Steam - that is not something you can have on any other platform, due to closed garden approach (bar Android maybe), and probably one of the reason PC gamers are at ease with whole ownership/licensing thing.

Why can't the same be done with digital purchases on consoles?

Because Windows/Linux/whatever you're running on PC (or Android on phone) are not closed like consoles are - and it's why, no matter what happens to Steam or games on it (or any other store for that matter), you'll be able to either find said games elsewhere, one way or the other. Consoles are closed gardens, you can't have that sort of guarantee on them.
