I wouldn't necessarily agree with that. Their mainline games almost always score in the 85–90 range - from Spyro 3 (2000) boasting a 91 on Metacritic, to over two decades of Ratchet & Clank consistently staying at the top of the genre, to Spider-Man 2 (2023) hitting a 90. Such a stellar, reliable track record across four console generations is rare and definitely deserves top-tier status.
