I do also agree that maintaining a steady frame rate is very important regardless of what the target frame rate is.

One interesting factor might also be whether the viewing distance and control method matter. Up close with a mouse might feel different than from a longer distance with an analog stick. I'm thinking more rapid and quicker movements are possible/easier with a mouse, so the extra responsiveness might be easier to feel with a mouse. And if you're looking from a closer distance, it might also be easier to see. I'm not sure if either point is true, but to me they seem like reasonable ideas to consider at least.
