My first impulse is performance, but then again, certain games were only possible on their hardware due to targeting 30fps; you never could have accomplished say BOTW on Wii U/Switch, TOTK on Switch, the Uncharted games on PS3/PS4, Ocarina of Time on N64, etc at 60fps, you'd have to sacrifice a lot of what made those games great.
I think there's room for both games that push graphical limits and those that push performance in exchange for more conservative tech. I had a great time with Splatoon Raiders with its more restrained graphics, but I also really loved BOTW even if it dropped under 30fps semi-frequently.
If you twisted my arm, hell, most of my all time favourite games are 30fps so maybe I'd even lean in the direction of complexity.
