Yes, that was always the common argument here on VGChartz: if the PS2 had reached the 160 million mark, Sony would have communicated it. Therefore, we assumed that the definitive final number had to be below 160 million.

On the other hand, you could naturally also argue that at that point in time—with the successor's successor, the PS4, coming to market soon—the PS2 simply wasn't relevant enough anymore for such a press release, or that it might have cast a poor light on the much slower-selling PS3.

For me, the decisive factor is also what exactly Sony counts as sell-in for the PS2. That could be the reason why the PS2 might not have actually shipped 160 million units to the market.
