Always software even when we were in the era of profitable hardware the software raked in more money, Nintendo has always had license fees since the NES/Famicom as interestingly it was meant to be a first party only platform but Namco negotiated a 30% fee while Sony in the era of PS1 and PS2 didn't have license fees but made money on charging per disc printed as the format owner while the eras following they added license fees that are lower than the 30% Nintendo charges as I think they still make money off discs printed but as we're in the digital era and they're going full digital I imagine the fee structure is about to change. MS has fees as well although I don't know how much they charge, Sega would have had them as well I think their fees weren't percentage base but a fixed fee of $10 per cartridge however they were the most flexible when it came to them as companies could negotiate lower fees.
