All you need is for the numbers to get high enough, along with just the right candidate, or better put, wrong candidate to win, just once, and that could be utterly devastating to the point of game over. All I'm saying is that comparing those 26 to those 400 probably ain't right. I think someone else already touched upon those 400 votes in more detail, and I have no wish to get deeper into this discussion, because participating in it in a meaningful way (including whatever research is needed to be able to do so) is most likely not good use of my time.
