No, I said how the situation is outside of the US, that permanent residents can vote in most countries local elections, but not always also in national elections. I didn't mean to say that this is how it's supposed to be in the US, I just wanted to widen the view for those who don't know about how other countries treat permanent residents in elections.

My main point was that citizens shouldn't need to register for voting in the first place and should be automatically eligible, and permanent residents could register without hassle if they wish to vote, too.
