If Fallout, Elder Scrolls, Wolfenstein, Doom, and Quake are the 5 IPs Bethesda will be focused on going forward, co-development between the studios makes the most sense.

Yeah I agree co-development across ZeniMax and probably all of Xbox is going to happen more. 

I actually wouldn't be surprised if Zenimax remains in its own bubble. Almost all of Xbox works within Unreal Engine now with just a couple of outliers. Zenimax's studios work exclusively in Creation Engine and idTech. Even Indiana Jones was built on a modded version of idTech.
