What will really happen is that the banks will now have flat hire security people to stand around with automatic rifles. That won’t help business. And Ukraine isn’t even targeting banks anyway, so the whole decree and requirement is kind of nonsensical. 

I think the way it was reported here is that the banks actually wanted to able to set up this protection for themselves, so it might actually make sense from at least some legit some point of view. I don't know why in particular the officials would want this to happen if there wasn't a need, so I'm guessing there is a need - even if it's just to appear more secure and maintain trust in the bank sector. Of course regardless of whether it makes sense or not, simply having to discuss it means a massive failure on Russia's part - your banks shouldn't be under threat because of a war you started.
