Learning percents for attacks that cause enough launch and hit stun to force the opponent to strike the ground with little chance of regaining control before is key to setting it up.
The most common move I see used for set up is Phantasm (Side-B).
I don't enjoy the prospect of tiers. So far, I can only say top tier is Snake, then Meta Knight. The rest is highly debatable.
