Yes, they should have transfered digital licenses to new systems. At least the Switch 2 has almost 100% compatibility to digital and physical Switch 1 games and the PS5 has almost 100% compatibility to digital and physical PS4 games... so it's getting better. If they release a Switch 2 / PS5 version, which is already on Switch 1 / PS4, most publishers offer an upgrade for a small fee... I would have loved these upgrade options for PS3 and Wii U games!
Those lacks of compatibility / upgrade options weren't limited to digital games but also physical games... and even physical accessories. When I switched from PS3 to PS4, I couldn't use my blue-tooth PS3 remote for Blu-rays on PS4, my blue-tooth PS3 headset also wasn't supported... there was no technical reason for the incompatibility.

If Activision could get bought, then Sony or Nintendo could get bought. If Atari and Sega can leave the console space, then Sony or Nintendo or Microsoft can leave the console space and shut down their services (which are also used by physical games).
