Only in Europe it hasn't surpassed it or it's not  able to achieve it.

Ds stands at 10m as the best selling ever gaming hardware in the country. 

Switch is also behind the DS in North America by about 4 million. But yes Europe is where it is behind by the most. By about 12 million. However, sales have dropped pretty much just as fast in Europe as it has in the US. Japan is by far holding the best, followed by Latin America and mainland Asia.
