A lot of people beleive that the ICE raids and killings are intended to create cause for the Administration to contest the election.  Pam Bondi sent a letter to MH stating that ICE would leave if they turned over the voter rolls.  This is really sinister.   Obviously Trump wants to manufacure a scandal to interfere with the election he would otherwise lose on the back of his admin's obvous botching of everything from immigration to the economy.  

The irony is that by doing this they likely might lose more votes/seats than they probably would gain with whichever rigging they plan to do. I assume they want the voter rolls so they can have accurate data on where to target Democratic voters. But at some point this just makes them so unpopular that whichever action they take just fails due to huge Democratic margins and low motivation amongst their non-base voters.
