1. I think there are technical reasons why titles can't be edited, but you'll have to ask ioi about this.
2. When threads get locked, they aren't visible to a lot of people - so sometimes a reason is pointless. But usually, a comment is posted - unless its obvious.
3. Common sense, and already basically in the forum rules. This behavior is already stamped down heavily here, and bans are issued for any obvious trolling.
