It's possible that because of NVidia's market dominance, they can get memory chips for a better price than AMD can, so it's not impossible - especially if they purposefully undership the 16GB cards below the 5080, as AMD will want to sell their 16GB cards apart from the 9070 non-XT; the higher volume of 16GB cards in the mix would increase the price for AMD naturally more than an 8GB heavy NVidia mix...
