Adds to the story with operating procedures that were not followed by ICE. First the 'officer' was not allowed to cross in front of the vehicle according to policy, putting himself in harms way. Second, deadly force is not permitted by ICE to stop anyone 'fleeing'.

The killer should be arrested and tried, along with his superiors and those who 'trained' him. ICE needs to be disbanded or at least put on suspension until their recruitment and training has been completely overhauled.

This is a clear case of abuse of power, not following procedures and applying deadly force in a situation that never called for it.
