Yes, or 3.5 % in direct defence spending and 1.5 % for other security challenges, but the countries are not supposed to meet that before 2035. The US also doesn't meet it yet.

I thought the US was exempt from meeting that goal, mostly because they have a solid defense unlike most other NATO members
