Maduro may be gone, but the rest of his administration is still in power. If Trump wants a real regime change, it will require, what he himself calls “US ruling Venezuela”, which means occupation. Maduro may be unpopular, but the Venezuelan military still largerly supports him. This is dangerously close to spiralling out of control.

Trump has already threatened Delcy Rodriguez "with a fate worse than Maduro's" if she doesn't comply.

Which means that he's going to have the U.S. military kidnap her to CECOT or have her outright tortured and killed.
