Europe isn't spineless, it's divided and hence unable to produce a strong response. It's an inherent downside of the way Europe does things (but it's not without its upsides as well). In the US, power is consolidated enough for the situation to be on the leader. Trump has all the power to handle the situation more gracefully, yet he chooses not to. In Europe, there simply isn't anyone that could do the same. Of course there's also the question of capability, which most of Europe has overlooked for decades.
