Technically true. The quote was for "Nintendo developed titles". But still as Nintendo is the publisher it will be them that is responsible for distribution of the game, and choosing to have this release on a key card. If it is a full priced release, it's poor. Hopefully this isn't Nintendos way of testing the waters because an extra $10 or so profit on every game sold on a key card instead of an expensive cartridge must sure be attractive. That's like $100m+ for their big titles.
Business wise it makes sense if the opposition and backlash isn't big enough. Over the course of the generation they could save well over a billion by selling people key cards instead of cartridges with how many first party boxed copies they sell.
