This could be the beginning of the end if the Russians don't start conscripting . Boffer would know more but this looks like it could stop the russians in not too long of a time from now.

Yeah, I already posted on this weeks ago.

The main issue for Russia could be that those regions are inhabited by a large part (between 30 and 70%) of non-ethnic Russians, like Tatars for instance. Those who did sign up were mostly ethnic Russians, so the reason could be that the supply of willing subjects has mostly dried up.

Plus, Russia has a vested interest in those regions not getting even higher percentages of non-ethnic Russians, as it would make them harder to control. Just imagine regions like Tatarstan or Dagestan declaring independence because Russia can't control them anymore, that would be absolutely catastrophic for Russia.
