It depends on how many configurations they will release, and how many them will be counted under the "next gen" umbrella. For instance... where does ROG Xbox Ally fall? Is it a current gen Xbox or next gen or neither? lol.
Even if "it" sells tens of millions, many of them are bought by the same hardcore Xbox fans upgrading over and over again, and most of them will be used to play Steam games, so Valve may actually profit more from it than Microsoft themselves.
We're gonna have to wait to see what is it next-Xbox does that is unique to it in comparison to ROG Xbox Ally. It might surprise us and remain a console.
