kinda hard to jump to Halo 3 when the new platform you are putting the game on hasn't played the first one yet. Its clear its a more focused low cost project. Very limited in scope and built to get the game out on a specific deadline. Nothing wrong with projects like that as its much easier for the devs to hit their targets better keep cost down and hopefully execute a very solid if not high quality game. I am going to take a guess that every Halo game is going full multiplat just like ever game in MS portfolio is. Sometimes you need smaller less risky games to flesh out the market before full commit to something bigger that takes way longer and a lot of money to bring to market.
