I think it's more of a "good enough" situation to avoid potentially crippling Trump tariffs (which would have been 50% iirc). Apple is also inquiring about their production capabilities, probably for the very same reason. Having a slightly inferior product in terms of thermals and boost clock is still better than having to pay several hundred bucks more for the more powerful variant.
However, this could also result in a situation similar to Samsung smartphones, which have their own chips in some markets and Snapdragon chips in others.
