That wasn’t by design. He wanted bootlickers and sociopaths the first time around, but instead he mostly picked ethical competent staff (two exceptions were Betsy DeVos and Ben Carson, who were among the few cabinet members who lasted the whole term. His press secretaries were also incompetent). He thought they would bend to his will just because he was president. He also had a less compliant Congress.
