Both can exist. The reality is that we wouldn't get games like TloU2 or Intergalactic without higher budgets. Whether they're disproportionate to what the game offers and how it sells is another issue entirely, and appears to be what people should be focucsed on when talking about budgets.

Yotei is doing really well with pre-orders on PSN. It has Legends returning post-launch. With YOtei supposedly having a similar budget to Tsushima, the game doesn't have to be a 10M+ seller to be profitable. I wouldn't be surpried if it's profitable in the first few weeks. 

Saros is another story, but they're apparently working to make the overall gameplay loop more manageable with more permanent character upgrades compared to Returnal. That alone should help it be more accessible to a greater audience. But it's also another game that doesn't need to be like 10M+ to be a success.
