Absolutely. NATO gave themselves this problem when they implemented the voting system requiring unanimous voting instead of a majority. So assholes with a secret loyalty like Hungary and Tukiye can cause problems for the rest of the group. 

Same thing with regards to Hungary’s membership in the EU. It’s becoming all too obvious that Orban is a Russian asset in the EU. He acts like Hungary is a vassal state of Russia just like Belarus is.
