We haven't seen details of the government's analysis concluding the strike was lawful. What they've offered so far is a broad self-defense rationale that would seem to apply even more directly to drug shipments at the border or even within the United States.

The Trump administration has used declarations of emergency to justify everything from tariffs to national guard members in LA to troops in DC to now warcrimes.

They are testing the waters. They want to see how far they could push it before they are stopped. While I have studied law, you shouldn't need to to realized that this is wildly illegal. The originalist enablers of the Supreme Court must know that emergency was not meant to be simply whatever the president says is an emergency, and that there must be some rational criteria before using the emergency powers which were intended to be very narrow. But, the Supreme Court has shown time and time again that it will rubber stamp anything Trump does. If they rule that Trump can use emergency powers due to a trade deficit for physical goods, which most economists agree is not necessarily a bad thing, then he can use them for anything, and we are truly and utterly fucked.
