Bad judgment. A lot of what Trump does comes down to stupidity, even when it turns out evil. Such as shutting down USAID which resulted in people dying from starvation and lack of medication. Trump didn't approve of this because he wanted to see people dead, he approved because he viewed it as saving money and didn't think any step beyond that.
Vance, on the other hand, is capable of recognizing consequences of the actions that are about to being taken. He understands and knows how these actions are going to hurt people and he is fine with it. He's much more evil than Trump.
