Didn't play this one myself but from what I saw of it online, it's kinda mind-blowing that a game with this many problems makes it to release in this day and age without somebody saying "hang on, this isn't good enough."
My only guess would be they ran out of time and money and just shipped what they had to try to recoup some of their losses.
The fact that allegedly hundreds of millions of dollars went into this is both sad and scary.
