To add to your argument, there is the Munich Agreement, a totally one-sided agreement that saw major powers agree to concede parts of Czechoslovakia in order to appease Hitler's ambitions. That is very much what the current negotiations with Russia are like, and more accurate to Vance's description.

Do I need to say what happened next? This just emboldened Hitler to keep going with the annexation, and into Poland, and we all know what happened then.
