It's called cowering, not wanting to hurt his (false) friend Putin but not openly dropping Ukraine. He navigated himself between a rock and hard place between his republican fellows, his Maga base, Putin, Xi and the EU and the only way to gain some breathing room is to constantly navigate somewhat between them by praising some and demonizing others.
