Zen CPU cores are currently the best and fastest in the industry.
The Series S may be using older and slower Zen 2 cores, compared to PC's Zen 5 and incoming Zen 6, but the clockspeeds alone let them punch far above the Switch 2.
That said, the Switch 2's CPU isn't exactly useless either, A78AE can turn in some good results when operations are optimized for the cores.

The Switch 2's CPU is a good 2-3x faster than the archaic Jaguar depending on the task and instructions being leveraged.
If the PS4 has a game that has a lot of compressed meshes and textures, the Switch 2 CPU performance advantage becomes extremely large... As it's all done on a hardware decompression block and not using up a couple of CPU cores for that single task.
But the Switch 2 having a more modern GPU also has more work being done on the CPU, things like DLSS and Ray Tracing actually do use additional CPU cycles and Ram to perform.
So yes, Optimization plays a key role in getting the most out of the Switch 2's "smarter" hardware, which doesn't rely on brute force like other consoles.
StarCitizen itself should be fine on the Switch 2, the CPU is good enough and StarCitizen isn't the most demanding game on the CPU thanks to using the archaic NetImmerse turned Gamebryo turned Creation Engine, it's the heavy scripting that can kill things.
