Microsoft owns a monopoly and was charging people too much inorder to gain access to the code required to make their products work with Microsoft products.
Basically the EU is aganist monopolies and Microsoft only did some of the things they were required to do -- completing others once the EU said they were going to fine M$. 1.3bn isn't that much for M$ anyway so i think they should just pay up -- taking the EU to court AND asking the Eu to pay for it all because they think 1.3bn isn't fair is foolish as it is very unlikly they will win.
