If anyone had some extreme level of blackmail material on America, why wouldn't they use it to get whatever they want? Lets say Russia had the blackmail material, then why wouldn't they have used it to prevent America from helping Ukraine? If Israel has the blackmail material, why wouldn't they have used it to get America directly involved in their wars and just wipe out Gaza/Iran like they clearly want to. You could get America to do anything if you really had this level of blackmail.
But also in this example, I know it's just a hypothetical but I'm just saying, Bush was President 16 years ago and isn't in office anymore, a previous admin doing something sick and being exposed at a later date won't be enough to cause Americans to overthrow their government and a societal collapse, it's not exactly rare to find out a previous administration did horrible shit and we already know they lied about the WMDs to justify a war. Tony Blair in UK is despised and a lot think he should be in prison and yet...! It'd have to be something fairly recent which affects a majority of current politicians to cause the public to overthrow and society to collapse.
I think people will largely just pressure those involved to resign and then wait to vote. And no offence to Americans but I seriously doubt Americans even have the stomach to completely overthrow their government and cause a societal collapse, especially not over what will likely be maybe a few dozen nonces and not a majority of all current serving politicians, I think we're overeistimating how many people are nonces here.
