If you take everything into account, Europe "invested" probably 3x as much as USA and that with a weaker economy.

Europe does need to step up the military equipment deliveries but it shouldn't be a situation where USA does everything just to profit from this war but that's pretty much how it feels now. USA wants to sell billions of weaponry, USA wants raw material deals, USA wants this and that...

So yes, Europe needs to invest way more in weaponry but USA also needs to invest much more if we talk about what's possible for everyone. 

We know that, Rutte is just blowing smoke up Trump/American's asses.

We should never count on America to do the right thing simply because it is the right thing to do, they often only help if there's something in it for them or a way for them to profit. It shouldn't be a situation where America only helps if they profit from the situation but it sadly is, America is led by soulless capitalist assholes.

America is no true ally to Europe, but Ukraine's survival is more important and there's no other choice at this stage, this is why Europe should instead be funding this using Russia's assets, and in the long term Europe needs to wean themselves off America. Maybe the next President will rip up Ukraine's mineral deal at least but another dickhead like Trump is highly likely in the future.
