It's not just about $30 being enough. Why would you do $30 to spend 8 hours a day doing back breaking work in a 90-100F field, when you could get that money in an air conditioned office instead.

They aren't getting benefits. Healthcare, education costs are largely negligible even according to most Republican estimates.

Biggest reason is because of NIMBY politics. The economies become desirable, you want a desirable job in a desirable location. California has a lot of crazy high paying tech jobs, so people move in for the tech jobs. There's now more competition in the area, now your house value increases. You vote for people to keep your house value high. Because its nice when your crappy garage costs a million dollars for no real good reason.
And it continues until it boils over and people move.
