Not true at all. It will be another way to play xbox game pass for millions of people. Xbox one came out 12 years ago and people are still playing game pass on it. Also, keep in mind video games will still support xbox series consoles since graphics are stagnating. 

Diminished returns exist, but stagnation is not the correct term. Show me Space Marine 2 and Doom: The Dark Ages running on Xbox One.
