Nobuo Uematsu made a lot of memorable tracks. His non-battle themes had a lot of great variety even though he doesnt make music for the FF series anymore.
Yoko Shimomura with Kingdom Hearts, Final Fantasy XV, Super Mario RPG (both original and remake) and some tracks in Smash Bros alongside other games has become a more recent favorite of mine.
Koji Kondo is great too.
Motoi Sakuraba of Star Ocean and Tales Of series is great at making non-battle music but not as good as Uematsu.
