Little more perspective
The Stasi, East Germany's Ministry for State Security, had an annual budget estimated at approximately $1 billion.
$1 billion in 1980 is now $3.8 billion with inflation.
16.7 million East Germans in 1980, 340 million in US today, so at least per capita that's 'only half' of the East German secret police budget...
Of course the $30 billion ICE budget is only a part of the total 'security' apparatus. Another $45 billion to build detention centers concentration camps.
The KGB's annual budget was estimated to be between $6 billion and $12 billion... (about 12 to 24 Billion in today's money) ICE bigger than the KGB.
