I remember people being racist on Internet well back to 2008 when I started using internet. Making jokes and memes with black celebrities,, calling them monkeys, etc
I think the difference is internet used to be different back in the today. There was no algorithms engine pushing this kind of post on social media. In recent times internet has given an unfathomable amount of repercution to hate speech
When people (who are secretly bigoted) sees a behavior that is considered socially unacceptable being repeated over and over they start to feel safe enough to reproduce said behavior, because they feel there is a platform where they won't be judged, at least not as harshly as they would in their social environment
And then we have an epidemic of racism on internet, where every person who would be otherwise silent start saying the most unhinged shit you can imagine
