Basically their PBO settings were to agressive through too high shadow voltages (voltage settings that users can't change) and when paired with a higher-end AIO that kept the chips very cool they ran slightly over the limits of the CPUs under PBO, killing them.

AsRock pushed too high, but AMD signed off on those settings, so both are at fault here.
