The ICC arrest warrant is irrelevant, they will ignore it, like they will for Netanyahu. Bigger chance that some random citizen manages to put a bullet in Putin than a country actually arresting him Tbh and that is probably the real reason why he is afraid to go, he's a coward, he can throw all the nuke threats out that he wants, he is terrified of dying.
